Staff Conference in Preparation for International Organization for Standards (ISO) Certification

To shed enlightenment to all Personnel of the Schools Division Office of City of Alaminos in preparation for the International Organization for Standards (ISO), a staff conference, which was initiated by Dr. Danilo C. Sison, CESO V, the very committed Schools Division Superintendent, was held last August 02, 2018 at the Schools Division Office Conference Room.

The said Staff Conference started with a Prayer, when Dr. Diana Marie G. Oiguan, Education Program Specialist II in the Human Resource Development with Planning and Research and the Lady of Ceremonies, invited everybody to stand. Meanwhile, Miss Rosalie R. Sarmiento, Administrative Office V and the in-charge in Administrative Services, checked the attendance.

Dr. Sison started the Conference Proper by discussing the Template for ISO Preparedness and has creatively presented the following concerns about the ISO:

  • Division Educational Development Plan (DEDP)- the Division Office’s directions should be clearly presented, with diagrams and paradigms; personnel and stakeholders should be included; objectives should be measurable and are clearly defined and the Key Performance Indicators (KRAs) of every staff should be clearly stated;
  • Office Performance Commitment and Review Form (OPCRF)- should be aligned to the DEDP; objectives should be measurable and Division personnel should understand the SDS’ OPCRF; the Chief Education Supervisor of the CID and the SGOD’s KRAs should be aligned to the SDS’ KRAs and the staff should be aware of their KRAs;
  • Individual Performance Commitment and Review Form (IPCRF)- each employee must have his IPCFR and it should be aligned to the OPCFR of his CES;
  • Strength, Weaknesses, Opportunities and Threats (SWOT)- objectives should be measurable, should be updated and should include current trends; to address the issues and concerns, threats and opportunities should be clearly stated;
  • Readiness of the staff-this involves quality management; trainings conducted should be included; core ISO team should be created; staff’s other responsibilities should be stated and all personnel should engage to double or multi-tasking;
  • Operations of the Division Office-Personnel in the section should function even if the Heads are not around;
  • Financial Support- budget for the ISO Certification should be included in the Work and Financial Plan (WFP);
  • Records- copies of the documents submitted in the different Sections in the Division Office should be received and should be retained in the Records Section;
  • Processes in every Section-should be clearly identified to make the delivery of work efficient and to better facilitate the delivery of services, and
  • Process Flow- should be aligned to the Job Description as prescribed by the Department of Education.

On the other hand, Dr. Adolfo B. Medrano, the very able Education Program Supervisor in Mathematics and the Focal Person in the Division Office for the ISO Certification, meaningfully presented some inputs to be prepared by the staff. In his presentation, he mentioned that ISO is not acronym, but a branding for organizations that emphasized “equal value” and “collaboration” among its personnel. He also mentioned the following important concerns:

  • To attain ISO Certification, quality standards should be observed in the organization’s policies, its personnel’s daily activities, in the number of hours services are being delivered, in the materials used, competence, awareness, communication and contract of document information.
  • The processes of planning, product and services control, development of products and services and control of changes in an organization are also concerned with the ISO Certification.
  • As regards improvement, non-conformity and corrective actions shall be applied if necessary.
  • In terms of guidelines, rules should be strictly followed. In the planning stage, actions should be decided to address risks and opportunities and there should be quality objectives, changes, innovations and adjustments.
  • Human resource should adhere to “continuous improvement” for nothing is static and concrete evidences are important in the decision-making process.
  • The management and its workers must have professional relationship.

Moreover, Dr. Medrano, presented the following scopes which are important for the ISO Certification: DEDP; Normative Information (Statistics/Numbers); Terms of Definitions; Quality Policies; Customer focus; Leadership commitment; Organizational roles and responsibilities and authorities and availment of schools to medical services of the Division Office. In addition, internal and external customers and interested parties should be satisfied with the operations of the Division Office. Lastly, he mentioned about the Quality Management System which involves customers’ satisfaction, leadership, engagement of people and process approval.
